Sounds like there’s another app using the number. You can install my ToolBox app and use the Object Inspector to see what’s using that number.

I deleted the Names of the Apps in the Error Message in this post for privacy reasons.
We use the SOD in Dual Mode and he names both Apps in the Message. I assume the API is used in the second App
Ahhh.. dual mode.. Sometimes, it’s required that you uninstall “app 2” before publishing, because object numbers are shuffled around.
One of the quirks of dual mode. App 2 is always safe to uninstall.
